Summary

A 21.4 km elevated (2nd level and 3rd level), 2 x 2 lanes toll road above existing JORR toll road between Cikunir, Jatiasih and Ulujami. The consortium consists of MUN, Adhi Karya and Acset.
MUN, Adhi Karya and Acset and WIKA submitted Feasibility Study and Basic Design carried out by Nippon Koei to the government (Bina Marga, MPWPH) in June 2019 and waiting for decision from the government. On July 30th 2021, the BPJT of the MMPWPH announced that the NI consortium had passed the prequalification stage and would be invited to bid at the forthcoming auction, time and place to be announced.

HSE Status

SEMS Forms 1 and 2 complete and compliant. AMDAL studies carried out by qualified the AMDAL consultant AMAS. Some land acquisition will be required as detailed in the ANDAL document.

Summary

A 20.25 km long toll road from the Pasteur toll gate eastwards that will connect to the current Padalarang – Cileunyi Toll Rod (from Jakarta), the NS Link Toll Road, Soreang – Pasirkoja and later, to the New Kertajati Airport (via Cisumdawu).

The BIUTR is an ‘unsolicited’ project that is part of the National Strategic Projects (Proyek Strategis Nasional) whereby land acquisition will be borne by the government through the Ministry of Finance’s State Asset Management Agency (LMAN – Lembaga Management Aset Nasional). Funding for sector 5b will be provided from the State Budget together with JICA (Japanese International Cooperation Agency). The consortium of MUN (51%), PT WIKA (29%) and PT Mahkota Permata Perdana (20%) was issued a principal license to start a full technical and financial feasibility study on December 3rd 2019.

PT Margautama Nusantara (MUN) presented the progress of the Bandung Intra Urban Toll Road (BIUTR) Project together with PT Wijaya Karya (Persero) Tbk and PT Mahkota Permata Perdana (MPP) on June 5, 2020, at Gedung Sate Bandung, West Java. The meeting discussed the plans for the construction of the Bandung inner city toll road (BIUTR). Meeting participants consisted of Commission C DPRD Bandung City, Development Planning Agency at Sub-National Level (Bappeda) of West Java Provincial Government, Department of Highways and Spatial Planning of West Java Provincial Government, Planning, Development and Research Agency (BAPPELITBANG), Department of Spatial Planning (DISTARU), Department of Public Works (PU), Department of Transportation (DISHUB), Department of Housing and Settlement Area (DPKP3) and Department of Culture and Tourism (DISBUDPAR).

HSE Status

SEMS Forms 1 and 2 complete and compliant. Land acquisition required and will be managed by State Asset Management Agency. The feasibility study and ANDAL study will determine whether resettlement plans are required. The Consortium in process of selecting AMDAL consultant

Summary

NI was invited for the Surakarta SSL PPP Project in November 2020 and has formed a consortium together with STE, a Singaporean based company with a focus on Smart City development technology and engineering and Plenary, an Australian-based company with a focus on engineering advisory and project management services in various PPP projects. NI as project manager and majority shareholder (35%) will supervise the bid. Note: NI: 35.00%, STE: 32.50%

The IBE (Interested Business Entity) is requested by the GCA (Contracting Government Agency) to provide Infrastructure-Services and the GCA will pay the IBE through “Availability Payment (AP)” mechanism (fixed-payment fees within the given concession period – 17-years).

This will be the first PPP project in the Energy Conservation sector and it is supported by Bappenas and the MoF. Indicative guarantees from the IIGF have been given to cover the monthly Availability payments should the GCA be unable to meet it commitments due to a variety of reasons including political events, change of government and/or force majeure. The GCA Availability payments will also be guaranteed under the Recourse Agreement between IIGF and the GCA.

HSE Status

SEMS Forms 1 and 2 complete and compliant. Land acquisition will not be required. The roles of all consortium members up to winning the bid and beyond (e.g. project documents and financial closure) are well defined in the internal project documents including the latest July 2021 Term Sheet. All necessary studies prior to the issue of the RfP have been completed by the GCA and necessary approvals for the project to proceed have been given to the GCA by Bappenas, the MoF, MoT, PLN and the IIGF. The consortium is waitng for the RfP which is expected in August or September 2021.
