Makassar Section IV Toll Rates Adjustment in Early June of 2015

The government adjusts rates of Section IV toll road which is managed by PT Jalan Tol Seksi Empat (JTSE) Makassar. This adjustment will take effect from June 11, 2015. The government considers the toll road meets the Minimum Service Standards has been determined.
- PT Margautama Nusantara (MUN) – a subsidiary of PT Nusantara Infrastructure Tbk – is the parent company of toll road management. JTSE is owned by MUN through PT Bosowa Marga Nusantara (BMN) with a 98.85% share.

The Section IV toll road – with a length of 11.57 Km and managed by JTSE – has five toll gates, with two types of toll rates: the rates for main toll gates and rates for Ramp toll gates. Toll rates are divided into 5 groups of vehicles, according to the classification of vehicles on the toll road are set by the Government.


In 2014, the Section Four toll road recorded volume of 40,316 vehicles per day. During January to May 2015, the number of vehicles reached 41,409 units per day, which approximately 89% are Type I vehicles.

Toll rates adjustment made pursuant to Law No. 38 of 2004 Article 48 concerning the Road, and PP No. 15 of 2005 Article 66-68 concerning Toll Road, which stated: "Evaluation and Toll Rates Adjustment is done every two (2) years by the Toll Road Regulatory Agency (BPJT) based on the old rates were adjusted for the effects of inflation, with the formula: New rates = Old rates x (1 + inflation)."

Minister of Public Works set the toll rates adjustment based on BPJT. Adjustment on a regular basis for the purpose of return on investment and toll road operational/maintenance cost, as well as maintaining Minimum Service Standards. This has been regulated in the Concession Agreement between the Government and investors.

The certainty in this kind of investment will always attract more investors, both domestic and foreign investors. The adjustment for today is the third time since the Section IV toll road inaugurated on September 26, 2008. Where previous adjustment was conducted on May 14, 2013.

In accordance with the Decree of the Minister of Public Works No. 309 / KPTS / M / 2015, dated June 4, 2015 start date June 11, 2015 At 00:00 WITA, there will be an adjustment (increase) in toll rates for Makassar Section IV toll roads. The magnitude of the increase in the current rates of 13-18%, which is tailored to each class/type of vehicle. This is consistent with the calculation of the increase in inflation that occurred in Makassar during the last 2 years issued by the Central Statistics Agency (BPS), which amounted to 13.20%.

Anwar Toha as President Director of JTSE said, "Along with this rates increase, JTSE strives to continuously improve its services, which until now had his ministry has met Minimum Service Standards". Anwar hopes, toll rates adjustment will push income growth of about 15%.

To continue improving the Minimum Service Standards in toll road service, JTSE applying the principle of "Operational Excellence". It is applied in three areas: operating, service, and maintenance.

Some efforts by JTSE in terms of increasing the toll road facility as follows:
  • Additional booths at crowded toll gates.
  • "Tallo II Bridge" development (commenced in May 2015).
  • "Frontage Road" – arterial road on left side and right side of Section IV toll road, provided for the industry, warehousing, and communities.
  • Improvement of 24-hours patrol services, Ambulance and Rescue Unit, as well as free Derek facilities.
  • Concern on: education of local communities (through scholarships), environment (through sanitary facilities), empowerment of community and environment (through Waste Bank program), the safety of people in crossing the road (through the construction of pedestrian bridges in Sta. 2 + 500).
  • Implementation of the achieved ISO (ISO 9001, ISO 14001, OHSAS 18001) in improving the operating performance quality and the best service to customers.
