Makassar, February 7th, 2022 – The Ministry of Public Works and Public Housing (PUPR) together with the Toll Road Business Entity (BUJT) continue to accelerate the implementation of toll road construction in Indonesia which is envisioned to be one of the support system for the economic growth. Through the presence of the Makassar New Port (MNP) Access Toll Road which is connected to the port, it is expected to further reduce logistics costs and reduce travel time for the distribution of goods and services between regions, as well as create job opportunities and accelerate added value for the people's economy, including toll roads.
 
The groundbreaking for the Makassar New Port (MNP) Toll Access Road construction was held on February 7, 2022 at the location of the planned toll road construction whose land has been handed over by PT Pelabuhan Indonesia (Pelindo) to the Ministry of Public Works and Public Housing (PUPR), carried out directly by the Secretary General of the Ministry of PUPR Mohammad Zainal Fatah representing the Minister of PUPR Basuki Hadimuljono and witnessed by representatives from the Ministry of Transportation, Pelindo, Representatives of the Presidential Staff of the Republic of Indonesia, Head of the Toll Road Regulatory Agency (BPJT) Danang Parikesit, (Appointed Temporary) South Sulawesi Governor Andi Sudirman Sulaiman and Mayor of Makassar Ramdhan Pomanto and other officials.
 
Secretary General of the Ministry of PUPR Mohammad Zainal Fatah in his direction representing the Minister of PUPR Basuki Hadimuljono said, with the construction of the 3.2 km Makassar New Port Toll Access Road, it is expected that it will further increase the competitiveness of industrial estates in Indonesia in regional and international contexts. "I advise that after this groundbreaking, construction begins immediately so that it can be completed according to the target which is in June 2023 or even earlier," said Fatah.
 
Fatah said that later the Makassar New Port Toll Access Road, which will support the operation of the Makassar New Port Port, has a projected capacity of 900 thousand TEUs in 2023. In addition, the presence of this toll road can also trigger economic growth in the surrounding area, as well as increase equitable distribution of development results. As it will bring many potentials for the people of South Sulawesi in the future.
 
"I want to remind that building quickly or on time is not enough, but we must maintain quality and the environment. The toll roads to be built must meet the design criteria required by the Minimum Service Standards (SPM), and apply a clear zone, in order to improve the safety and security of road users," he said.
 
Fatah also advised that the existence of this toll road project is expected to provide a multiplier effect for the community because it will involve a workforce of around 1,000 people, and create opportunities for micro-economic actors, as well as business players in the construction sector in South Sulawesi.
 
"To the contractors and supervisory consultants are expected to carry out their duties professionally by applying the principles of Occupational Safety and Health (K3), to be discipline in implementing health protocols to prevent the spread of COVID-19. In order to realize an Advanced Indonesia, we hope that they maintain the quality and its environmental friendly" concluded the Secretary General of the Ministry of PUPR, Mohammad Zainal Fatah.
 
The President Director of PT Nusantara Infrastructure Tbk, the holding company of PT Jalan Tol Section IV (JTSE) M. Ramdani Basri, added that the construction of the Makassar New Port (MNP) Access Toll Road is a continuation of our commitment to further contribute in encouraging sustainable infrastructure development by creating regional connectivity, especially in the Makassar City, South Sulawesi.
 
"The presence of the MNP Toll Road is expected to encourage economic growth, distribution of logistics and facilitate export and import routes as well as being one of the solutions in easing congestion for goods or logistics transportation with direct access to and from MNP," he added.
 
The Makassar New Port (MNP) Access Toll Road construction project with a length of ±3.2 km and a land requirement of ±2.74 hectares will be carried out in three stages. The first stage is carried out starting from the old port direction (Toll Road Section I) to MNP. Meanwhile, the second phase of construction will be carried out from the direction of the Airport (Makassar Toll Road Section IV) to MNP. The first and second stages are carried out simultaneously while the third stage from MNP to the airport will be carried out in the next stage. The toll road access to Makassar New Port is a National Strategic Project (PSN) for the development of the central government which will be implemented by the Ministry of Public Works and Public Housing (PUPR) through the Toll Road Business Entity. Meanwhile, the land acquisition for this project was carried out by PT Pelabuhan Indonesia (Pelindo).
  
The development of MNP Toll Road Access is located in Buloa and Kaluku Bodoa Villages, Tallo District, Makassar City. The implementation of this project is planned for ± 14 months involving ± 1,000 workers. This project is expected to have an economic impact on the surrounding area, especially for micro-economic players who provide the daily needs of project workers, as well as for players and providers of construction goods. The design of the toll road plan, which is partly located in a densely populated area, so that before the MNP Toll Road Access Development process, land acquisition was carried out first.
 
PT Pelindo together with the Makassar City Government, the National Land Agency (BPN) and other stakeholders have carried out land acquisition for ±70% of the need and are committed to complete the land acquisition based on the Location Determination (Penlok) document without harming the community. The land that has been acquired has been handed over from PT Pelindo to the Ministry of PUPR for further handover to the Toll Road Business Entity (BUJT) to be used in the construction of the MNP Toll Road Access.
 
In early 2023, the advanced stage of Makassar New Port development will be completed and in accordance with the Port Master Plan (RIP) in 2023, namely all container loading and unloading activities will be moved from the old port to the Makassar New Port Terminal. It is estimated that it will serve the loading and unloading of containers as much as almost one million TEUs per year. Port operations require new road infrastructure that is directly connected to the existing toll roads, so that the movement and distribution of logistics and services can be more efficient. Considering that the existing local road capacity is not able to accommodate the movement of port transport vehicles. The construction of the MNP toll access road is expected to be a solution in reducing traffic congestion, as well as encouraging economic growth, the freight/logistics transportation system and increasing imports and exports in the Eastern of Indonesia.
